On December 25, 2020, in order to carry forward the advancement, establish a model, and further create an atmosphere in which the whole society supports reform and encourages innovation, the Office of the Leading Group for Comprehensive Innovation and Reform of Sichuan Province and the Sichuan Provincial Department of Human Resources and Social Security issued the "decision on Commending Advanced Collectives and Advanced Individuals in the field of Comprehensive Innovation and Reform Experiments" (Chuanquan Creation [2020] No. 2), commending 77 advanced collectives and 150 advanced individuals across the province. Professor Zhang Fugui, deputy dean of the College of Electronic Engineering CUIT, was awarded the honorary title of "Advanced Individual in Comprehensive Innovation and Reform Experiments in Sichuan Province".

Professor Zhang Fugui has been engaged in the teaching and scientific research work of atmospheric detection technology for a long time. He is the backbone of the national-level teaching team of atmospheric detection technology and the leader of the national meteorological teaching team—the meteorological radar system teaching team. He is always paying attention to cultivating students’ comprehensive quality in many directions. He has ever successively given guidance to fresh graduates of 2018 who took part in the national and provincial college student electronic design competitions and actively lead students to participate in national, provincial, and school-level college student innovation and entrepreneurship programs. He has successively won the third prize of the 8th Sichuan Higher Teaching Achievement Award, the Outstanding Teacher Award of the Sichuan Division Organizing Committee of the National College Student Electronic Design Competition, the Advanced Individual of School's "Three Educators", and the school's "Young Teacher Teaching Award" and other awards and titles. In scientific research, he advocates the "Combination of gas and electricity"--combining the field of electronic information with atmospheric detection technology. He has ever presided over more than ten projects such as national key research and development projects, national public welfare scientific research industry (meteorological) key projects, and won 2 Sichuan Science and Technology Progress Awards, 1 second prize of the China Meteorological Society Meteorological Science and Technology Progress Award, the 2nd Military and Civilian Dual-use Innovation and Entrepreneurship Competition Winner, "Excellent Meteorological Product Award" of China Meteorological Service Association and other awards. He has won the title of Outstanding Young Meteorological Science and Technology Worker of Sichuan Province, Outstanding Science and Technology Worker of the Eleventh Council of Sichuan Institute of Electronics, etc.
