The 31st Summer Universiade is the first large-scale international sports event held in an open format in China since the outbreak of the COVID-19 pandemic. In order to provide high-quality meteorological support services for the 31st Summer Universiade and ensure the smooth progress of the opening ceremony, national-level institutions such as the China Meteorological Administration's China Meteorological Center, National Satellite Meteorological Center, and National Meteorological Information Center gathered in Chengdu. Meteorological bureaus from provinces and cities including Sichuan, Chengdu, Beijing, Chongqing, and Guizhou worked together. Experts from research institutes and universities, such as the Chinese Academy of Sciences and Chengdu University of Information Technology, actively participated. With collective efforts, accurate forecasting, and effective response, everyone joined forces to overcome challenges and contribute to the successful execution of the opening ceremony.

Chengdu University of Information Technology, in a three-year effort, developed the "Event-specific Severe Weather Short-term Forecasting System" for the 31st Summer Universiade, providing precise meteorological forecast product support for detailed weather forecasting and services during the event. The system integrates various weather radars, satellites, ground-based, and profile observation equipment, as well as numerical model products. It delivers real-time monitoring and forecasting of strong convective weather for the Chengdu region and event venues with updates every 0-2 hours and minute-level granularity. During the opening ceremony of the 31st Summer Universiade, Professor Xiaowen Tang, the overall leader of the system and Associate Professor at the School of Electronic Engineering of Chengdu University of Information Technology, led the team to provide on-site support and system assurance at the Chengdu Meteorological Bureau, ensuring that the system provides critical data and products for short-term weather decision-making during the 31st Summer Universiade.

Professor Debin Su from the School of Electronic Engineering of Chengdu University of Information Technology, along with meteorological experts from the China Meteorological Administration, Chinese Academy of Sciences, and other departments, were stationed at the site of the 31st Summer Universiade to participate in the analysis of meteorological conditions and operational command dispatch for the event's safety and security.
